I had this happen on a few machines. The emoticons are stored in your data directory under "Notes\Data\workspace\.metadata\.plugins\com.ibm.collaboration.realtime.palettes". If you rename the entire folder com.ibm.collaboration.realtime.palettes or move it out of the .plugins directory notes will create a fresh one the next time notes is launched. Then you can copy the smiley icons that are in the renamed folder to the new good folder and your emoticons are back to normal.
